The closest I could find there was Ludwig von Bertalanffy, who possibly had catholic parents at one point and also worked in Canada for part of his life, but wasn't from there. To clarify I don’t know that he ever used “set and setting” or similar terms. But he first normalized the notion that the psychedelic experience you have – a good trip, a bad trip, an introspective trip, a rolling-on-the-grass-communing-with-the-sheer-physical-detail-of-nature trip – was a function of your mentality and experiences and not any difference in action of the drug itself, which is the idea of “set and setting”
