I checked everybody on the "set and setting" wikipedia page and nobody mentioned there fit your description. The closest I could find there was Ludwig von Bertalanffy, who possibly had catholic parents at one point and also worked in Canada for part of his life, but wasn't from there. I tried all sorts of advanced settings google searches and searching on various websites and Wikipedia for like 10+ minutes, could you tell me who you were referring to, by name preferably.

To clarify I don’t know that he ever used “set and setting” or similar terms. But he first normalized the notion that the psychedelic experience you have – a good trip, a bad trip, an introspective trip, a rolling-on-the-grass-communing-with-the-sheer-physical-detail-of-nature trip – was a function of your mentality and experiences and not any difference in action of the drug itself, which is the idea of “set and setting”
