If you don&rsquo;t count the light footprint of the Coast or National Guards, the only military facility in the state is <a href=\"http://en.wikipedia.org/wiki/Umatilla_Chemical_Depot\" target=\"_blank\">literally a dump</a>, and even that&rsquo;s closing next year.</p>\n<p>If you know what to look for, you realize that unlike a lot of states, Oregon&rsquo;s senatorial delegation actually spends its influence not on bringing the federal government in, but on keeping it out.</p>\n<p>Unless it&rsquo;s on their terms, of course.
