Evergreen\u2019s not CIA-owned, but it is CIA-linked. The way the CIA works, very little of their capacity for action is actually \u201cpart of\u201d the agency, it\u2019s more that their job is to cultivate a network of contacts, such that whatever situation you find yourself in, they know a guy who knows a guy who\u2019d be useful and can keep his mouth shut.

CIA agents aren\u2019t the ones pulling off whatever clandestine missions, they\u2019re the \u201chandlers\u201d that move in the right circles to find that guy and take whatever steps to bring him onside and keep him committed. It’s a CHA and INT class, not STR and DEX.
