Evergreen’s not CIA-owned, but it is CIA-linked. The way the CIA works, very little of their capacity for action is actually “part of” the agency, it’s more that their job is to cultivate a network of contacts, such that whatever situation you find yourself in, they know a guy who knows a guy who’d be useful and can keep his mouth shut.
CIA agents aren’t the ones pulling off whatever clandestine missions, they’re the “handlers” that move in the right circles to find that guy and take whatever steps to bring him onside and keep him committed. It’s a CHA and INT class, not STR and DEX.
Really, they’re closer to a National Mafia than S.H.I.E.L.D. or whatever.
