Anyway the reasoning behind the “baker’s dozen” was regulations against shortchanging customers by requiring baked goods be of specified weights; bakers would aim at each average of 1/12 the weight for things sold (and regulated) by the dozen then throw in a runty one to be sure of clearing the line
