I mean you see vehicles as explosive delivery systems, you’d had VBIEDs all along in the sandbox wars, but not as an assassination method, like somebody starts their engine and explodes.
I mean a big part of it is explosives are more controlled, since the OKC bombing even precursors to improvised stuff. There were supposed to be bombs exploding at Columbine, remember?
