Thinking about how if you were sent back in time it’d really be unclear what institutional levers to pull to stop 9/11 or how to pull them, but you could probably book on one of the flights and rally them to resist
If you go back close enough to 9/11 that Al-Qaeda has already finalized their day and which flights, just contact as many government agencies as you can find with the flight numbers, names of passengers who’re going to hijack them, targets and any other info you know? There’s a good chance they wouldn’t believe you and they’d certainly wonder where you got the information from either way, but it’d be both much more likely to succeed and much safer than booking one of the flights. If you wait until hijackers have already taken the cockpit the best case scenario is likely a second Flight 93, perhaps with one of the hijackers pointing the nose at the ground. And if you avert the first hit or turn it into a crash you might even avert the passenger uprising on 93 and have that plane hit the white house instead.
Like this is extremely a “movie about a guy who time travels to try to stop 9/11″ idea, not a “most effective way to stop 9/11″ type idea.
What if you just wait by the gate and knock Mohammed Atta the fuck out? Or notify security at the airport that you saw him sneak a knife through. I think direct action will let you approximately guarantee that you can stop one of the planes.
If you call in a bomb threat for each of the flights the morning of I think the feds would take that extremely seriously and act on it. Do it in Atta’s name.

Well Bush the Younger himself was off reading books to schoolkids, he’d just get to do his honestly not-important resilient walk at the White House rather than Ground Zero, and the Executive Branch might have offices built within the last two centuries by now
