Terminal Master’s as prerequisite for PMC status could totally have legs. Until the early 2000s in most of Europe a Master’s was the lowest degree offered by universities. We have actual historical examples of that in our lifetimes. Even pre WW2 German bourgeois men almost all either went to university or became officers in the military.
