state-wide covid restrictions are on the way out everywhere. between national vaccine mandates and municipal-level restrictions, sub/urban dems can feel comfortable knowing everyone they come into regular contact with is probably vaccinated, and if the rural lumpen want to choke to death on a ventilator, that's their problem, not gonna lose any votes for that (well, other than the ones that die)
Eh, Kate Brown’s pretty unvisionary and pretty tied to public health employees as you might expect from a Dem governor who moved up from trading in chits to become Lt. after being Secretary of State when Oregon Health Sciences University was a keystone of state economic plans, if Public ‘Elfers say to jump I’m not sure she has it in her to tell them to pound sand.
