Why would they buy all the live ammunition? Were they unloading it to make blank rounds? Is that more cost effective than just hiring a company that specializes is blank firing weapons to work some magic?

5.7 ammo is extremely fucking weird and no third-party brass casings exist. They also have a sort of thin film polymer on the surface to assist extraction, because the P90 is actually direct blowback operated for some fucking reason.
So yes, physically pulling the projectiles out of live rounds really was the most effective way to make blank ammo.

and I know they picked the P90 because the way the things eject brass meant they could group the actors closer together for more tight shots.
Yeah it was like “are you looking to completely replace your second-line personal firepower systems for the tense military challenges of the 1990s with untested tech from Belgium?” And that was like, no one.
To be completely fair, though, the USSR fell apart while this and the MP7 were being worked on, so the intended use for them (”the Soviets are going to drop paratroopers and special forces with body armor into your backline”) evaporated.
One weird thing is I know where the progression of NATO forces went (anti-SAM “Wild Weasels”, F-15 knights, F-16 pawns, and anti-tank A-10 and helicopters, special forces special forces special forces) but no clue what tactics-strategy-operations arc the Warsaw Pact seemed to be on before Afghanistan
