In November of that\n year the Atomic Committee (Atomkommitten, AC) was founded, and it \nserved as an advisory committee of experts with a mission to work out \nthe plans and prioritize alternative pathways for the development of \ncivilian nuclear energy.</p><p>Development continued and by the 1950s the Swedes had reached a point where <a href=\"https://www.osti.gov/etdeweb/servlets/purl/20206339\" target=\"_blank\">underground testing</a>\n could take place. The national parliament, the Riksdag, actively \nprohibited research and development (R&amp;D) of nuclear weapons and \nthat any research was only to be done in the purpose of defense against a\n nuclear attack.\n</p><p>In 1962 the Nuclear Device Group, a secret review board, released\n a study that found that nuclear weapons need not only be used for the \npurpose of causing massive devastation but could be used on a smaller \nscale.
