Not Iannarone, that&rsquo;s for sure. The Portland mayor is mostly a councilmember that gets to assign executive portfolios to the other (elected citywide) members and Jo Ann Hardesty has dispelled some of the fears I had, a Raiford that mostly served to empower her I&rsquo;d consider.</p>"}
