Lots of quips about what happens when the police open fire with lethal ammo on a crowd but at this point I’m more interested in what happens when a city gov officially disavows the police.

Yeah, “disavow” here seems to mean “fire and dissolve the entire department.”

I kept the terminology broad to include weaker stuff like “Order them to stay in their buildings“
