Yeah I dunno maybe “swinging”? Pivoting at the waist and moving in a horizontal plane. If you’ve ever seen a colorguard perform, there’s a lot of ways to dramatically wield a flag.

And like, the takeaway is still that he’s using an American flag to menace a random black guy, that’s still powerful imagery
