Among many other things, Govenors have line item veto, extremely powerful obviously, and because the session is so short and everything gets crammed into the end they effectively have an un overridable veto by default by just not signing any law they don't like

So is it like the New York triumvirate where budgets are negotiated among the Gov. and the 2 chamber leaders and the other legislators are extras in the crowd scene background, or what?
