The first two are dependent on the last; If you have more money you can buy more education and health care. Outside of countries where the dictator gets all the resource wealth or ones where the economy collapsed due to being cut off from the old imperial power that used to subsidise them HDI tracks gross national income really closely. Obvious basket cases aside HDI is useless.
