I mean, with the Sagebrush Rebellion and Endangered Species Act you had peripheral and mostly symbolic challenges but still mostly achieved policy goals; with the Hawaii Land Reform Act I think not even that.

Like, it’s been done, you can suppress agrarians, especially now that family farming’s mostly gone, even the ones left represent far fewer musterable men per acre, and more land is held by corporate absentee landlords and worked/defended by rental tenants or hired workers who might gain from redistribution
