IMO\u00a0\u201cOrganization that prevents other proto-states from forming in the same area\u201d is a very good working definition of\u00a0\u201cstate\u201d.

I could easily envision\u00a0\u201cstates\u201d set up to prevent many drawbacks of more typical states (ex. polycentric law), but maybe whether one\u2019s proposal still sounds appealing when phrased differently is a good test of whether it\u2019s a meaningful proposal or just words strung together to sound appealing/radical.
