extrapolating from precedents of the ‘90s Health Maintenance Organization thing (“ohh, you thought this innovation cut unsustainable growth in insurance costs but you still got every idea that came into hewowic mister doctor’s head. cute. you got death panels.”) and the ADA (we know it says “civil rights” but there is no remotely viable coalition against “buildings constructed for bipedal primates in 1989”*)

I expect that at MOST, at each of 3 steps (initial threat, escalations to legal or media pressure, which will be intermingled) you would get a handful of drastic victories and a broad minor relief, but in each case it would last for 18 months maximum until defenses (procedural, narrative, regulatory, legislative/judicial) were erected Borglike

though there’s a chance one of them could critical hit at a point where the relevant forces were overwhelmed or locked in position against other threats

* actually, recently seeing presumed-obsolescing “sexual harassment” doctrine revived and weaponized, I could see a push to put teeth in the ADA someday when the construction sector’s flatlined, as a way to push schedules up and force 70-year buildings to be replaced at 50 years and so on
