They\u2019re both experiencing membership declines; I think the idea is the BSA\u2019s already got the built-out institutional capacity to spare, they\u2019ll get plenty of free \u201cearned media\u201d for the initiative, there\u2019ll be synergy in attracting mixed-gender broods, and with a better endgame capstone program in Eagle Scouts they\u2019ll be better at retention past middle school<br/></p>"}
