If properly run, like in the machine politics era where if a neighborhood cop trespassed against neighborhood norms a neighborhood patron would talk to his block captain/mafia contact and get the guy neighborhood fired?
Then it works, better aligning the leviathan state with the societies it administers, by spanning the gap with what was known as “corruption”, “organized crime”, etc.
Short of that it’s just PR flimflam
